- You're launching a home care agency and need to get licensed without guessing at the requirements.
- You're already licensed, but you're not confident you'd pass a survey if CDPHE showed up tomorrow.
- You've received deficiencies and need a corrective action plan that actually holds up.
- You're tired of scrambling to get compliant right before a review instead of staying ready year-round.
Built on the actual regulations
Colorado Revised Statutes Article 27.5 & CDPHE Chapter 26
This consulting practice is built directly on Colorado’s Home Care Agency licensing statutes and CDPHE’s Home Care Agency Regulations (6 CCR 1011-1, Chapter 26) — not a repackaged national template. Class A (skilled) and Class B (non-medical personal care) agencies both start here.

The Beverly Brown Corrective Action Method
Assess
Review the deficiency and the systems around it, not just the citation itself.
Identify Gaps
Find the root cause — training, oversight, or documentation.
Prioritize Risk
Address what puts clients or licensure at the most risk first.
Build the Roadmap
A written corrective plan with owners and dates, not vague intentions.
Train Leadership
Make sure the people responsible actually know how to hold the line.
Monitor Implementation
Check that the fix is real and it's sticking, not just on paper.
Prepare for Re-Survey
Walk in confident, because you already know what they'll find.
Stay ready so you don’t have to get ready
The four compliance pillars
Documentation Compliance
Client charts, care plans, visit notes, and personnel records — the paperwork surveyors actually check first.
Staffing Compliance
Current licenses, annual competencies, background checks, and ongoing in-service education.
Operational Compliance
Updated policies, governing body oversight, a real quality management program, and an emergency preparedness plan.
Quality Assurance (QAPI)
Monitoring falls, medication errors, complaints, and missed visits — with documented corrective strategies.

What's the difference between a Class A and Class B home care license?+
Class A agencies can provide skilled nursing, CNA services, therapy, and respiratory care in addition to personal care. Class B agencies are limited to non-medical personal care — homemaker and companion services, and help with daily activities — and cannot provide skilled healthcare services.
Is this legal or financial advice?+
No. Consulting is not a substitute for legal or financial advice — Beverly helps you understand and act on compliance and business-growth questions, and will point you to the right licensed professionals where needed.
What actually happens during a CDPHE survey?+
Surveyors review client records, personnel files, policies, emergency preparedness documentation, and physical operations to verify you're meeting Chapter 26 requirements. Beverly's mock surveys walk through the same areas beforehand so nothing is a surprise.
What is a Corrective Action Plan, and do I need one?+
A CAP is the formal written response required after a survey or complaint identifies a deficiency. It has to show the root cause, the immediate fix, and how you'll prevent it from happening again. Beverly builds these using the same method she uses for ongoing compliance work.
Do you specialize in home health compliance specifically?+
Home care agency compliance is the core focus, drawing on Beverly's years in the senior industry and Colorado's specific regulations. She also consults more broadly on business, marketing, and network development.
